Letter dated 5 August 2003 from the Secretary-General addressed to the President of the Security Council
I have the honour to refer to the United Nations Mission for the Referendum in Western Sahara (MINURSO).
Following the usual consultations, it is my intention to appoint Alvaro de Soto (Peru) as my Special Representative for Western Sahara. Mr. de Soto will replace William Swing, who has been appointed as my Special Representative for the Democratic Republic of the Congo.
I should be grateful if you would bring this matter to the attention of the members of the Security Council.
